Does £65,000.00 seem an awful lot for a carriage and one that will need some external work and a repaint to be done?

As I understand it; an all wooden built coach is not allowed onto the mainline network because of fire risks. Maybe someone can clarify this? I remember seeing an article not so long ago that network rail published??
